Raymond Munch will deliver his first report to the Wheaton City Council on Monday, August 3, just days after stepping into the city manager role vacated by Michael Dzugan's retirement.
The 7 p.m. meeting at Wheaton City Hall, 303 W. Wesley St., is the first regular session under new leadership since Dzugan's departure. Dzugan served as assistant city manager beginning in 1991 and as city manager from 2016 until his last day on Friday, July 31. Munch officially joined the city on Monday, July 27.
The council appointed Munch at its July 6 meeting after a search led by recruitment firm MGT. He previously served as director of finance for the City of Naperville and held assistant city manager and interim city manager roles in DeKalb. Earlier in his career, he worked in law enforcement in Glen Ellyn and Carol Stream.
"Ray brings to the City of Wheaton a unique and diverse career in public service, combining experience in finance, City management, and law enforcement," Mayor Philip Suess said in the city's July 5 appointment announcement. "We are delighted to welcome Ray to Wheaton."
What's on the agenda
Beyond Munch's first city manager report, the council has spending decisions and a code cleanup on the docket, according to the posted agenda:
- LED streetlights: A resolution to purchase 80 LED streetlight fixtures from Steiner Electric Company for up to $72,075.20. Five votes are required to pass.
- Fire alarm network: A resolution authorizing a single-source agreement with Chicago Metropolitan Fire Protection Company for management and maintenance of the city's wireless alarm network, not to exceed $180,000.
- Code amendments: An ordinance amending chapters on administration (including electronic attendance and appointment of the city clerk and treasurer), special events insurance requirements, and bond and insurance rules for streets and sidewalks.
- Bills: Warrant No. 925 totaling $2,496,528.30.
The consent agenda includes approval of draft minutes from the July 20 council meeting.

The meeting is open in person and virtually. Residents who want to speak during the "Citizens to Be Heard" portion must address comments to the mayor, state their name and address, and are limited to five minutes each.
