Wheaton Park District commissioners will review nearly $230,000 in spending items and hear presentations on district debt and restroom upgrades at a subcommittee meeting Wednesday, Sept. 2.

The discussion-only session begins at 5 p.m. at the DuPage County Historical Museum, 102 E. Wesley St. No votes will be taken.

The largest spending item on the agenda is a furniture purchase for the Arrowhead Driving Range renovation, capped at $197,897.39. The district plans to buy the furniture through Sourcewell and TIPS, two cooperative purchasing programs that let government agencies bypass individual bidding.

The driving range project has drawn scrutiny over rising costs. At the Aug. 5 subcommittee meeting, Commissioner Pecharich said she had expected the project to cost closer to $3 million, not roughly $4 million. Executive Director Michael Benard said the $2 million figure "was a preliminary estimate" made before the district finished its concept and cost analysis. A Jan. 17 capital presentation pegged the schematic budget at $3,379,001.

The renovation will add 24 covered and heated hitting bays with Toptracer technology. Staff have projected $1,304,825 in annual revenue from the upgraded facility, which is funded entirely from Arrowhead Golf Club capital reserves. Those reserves stood at a projected $6.5 million as of Jan. 1.

Commissioners will also review FGM Architects' contract costs for design, construction documents and construction phases of the driving range project.

Groundbreaking is scheduled for Tuesday, Sept. 8.

Beyond the driving range, the board will review bid results for two other capital projects: the Arrowhead Golf Club parking lot (phase 2 of a four-phase plan budgeted at $300,000 in January) and the Central Athletic Complex stairs and ADA ramp project (budgeted at $260,000 in January for a south ramp slope correction). Actual bid figures have not been released ahead of the meeting.

Two change orders round out the capital agenda. Happ Builders is seeking $22,658.20 for the Ray Morrill Community Center Phase 3 interiors project. Innovation Landscape is seeking $8,475 for Graf Park improvements.

Speer Financial will present an updated debt overview. The firm's most recent public presentation, from an Aug. 19, 2025, report, showed the district carrying about $6.8 million in outstanding bond debt with $14.4 million in non-referendum borrowing capacity available. Anthony Miceli, a senior vice president at Speer Financial, prepared that report.

Nevin Hedlund Architects will present restroom improvement concepts and cost estimates. The board authorized a $29,000 restroom facility study with the firm in January.

The board will also discuss the 2027 budget development schedule. A closed session covering employee matters, a vacancy in public office, property transactions, pending litigation and review of prior closed session minutes is also on the agenda.
